Upfront Mortgage Costs: Provision, Admin, BPHTB, Notary, Insurance, How Much in Total

Many people work themselves to the bone gathering the down payment, then get a shock at the closing table because it turns out there is still a stack of other costs to pay in cash that very day. These costs are real, they are not small, and all of them are on top of the down payment. If you have not prepared for them, the akad (signing/closing) can fall through at the last second. So before deciding whether you can afford it, get to know the entire stack of upfront KPR (home loan / mortgage) costs first.

The situation right now

As a rough benchmark, BTN says the total KPR closing costs range around 7% to 10% of the plafon (loan principal/ceiling) (BTN, 20 July 2026). It is important to note that this figure is broad in scope, because it already includes taxes, notary, and insurance, not just bank fees. Some media outlets cite a narrower range of around 1% to 3%, but that usually only counts the bank fees. So do not be confused if you come across two different numbers, both are correct, they just cover different things. To be safe, prepare according to the broader benchmark.

Costs on the bank's side

Provision (provision/origination fee). This is the bank's service fee for granting the credit. BTN says the provisi (provision/origination fee) is generally 1% of the approved loan amount (BTN, 20 July 2026). Media outlets cite a common range of 0.5% to 1% of the loan amount (Detik, 20 July 2026). It looks small, but 1% of a Rp500 million plafon is already Rp5 million.

Administration. A processing fee. BTN confirms this fee is charged but does not publish the amount (BTN, 20 July 2026). As a guide, media outlets cite a range of Rp500,000 to Rp2 million depending on the bank and the plafon (Detik, 20 July 2026).

Appraisal or valuation. The fee for the bank to assess the home's value. The range, as of July 2026 for illustration, is around Rp350,000 to Rp1,000,000 (Detik, 20 July 2026).

Tax and legal costs

BPHTB (land & building acquisition duty). This is often the largest line item after the down payment. The rate is a maximum of 5% of the tax base, namely NPOP minus NPOPTKP, in line with UU Nomor 1 Tahun 2022 on HKPD (Online-Pajak, 20 July 2026; UU No. 1 Tahun 2022, 20 July 2026). The formula is simple:

BPHTB = rate (maximum 5%) × (NPOP − NPOPTKP)

NPOP (the acquisition or transaction value) is the value of the acquisition or transaction, while NPOPTKP (the non-taxable acquisition value) is the tax-free value set by each region (Klikpajak, 20 July 2026). For a first purchase via a sale, the NPOPTKP is at least Rp80 million, up from the previous Rp60 million (DDTC News, 20 July 2026). This Rp80 million figure is the national minimum, while the exact number is set by each region, so check it for the city where your home is.

Notary or PPAT (notary). There is no fixed rate, the cost follows the transaction value. BTN affirms that notaris/PPAT (notary) fees vary and depend on the home's transaction value or the KPR plafon (BTN, 20 July 2026). As a reference, notary fees are capped at a maximum of 2.5% for values up to Rp100 million, 1.5% for values of Rp100 million to Rp1 billion, and 1% for values above Rp1 billion (BTN Properti, 20 July 2026).

Insurance costs

Life insurance and fire insurance are mandatory components of a KPR, and life insurance is often paid in full upfront at the akad (BTN, 20 July 2026; Detik, 20 July 2026). Because it is paid upfront, this line item adds to the cash needed on closing day.

Calculate first, record afterwards

Take your planned plafon, multiply by 7% to 10%, that is the rough estimate of the extra cash needed on top of the down payment. For BPHTB, calculate it yourself with the formula above using your city's NPOPTKP. For example, if the home's NPOP is Rp600 million and your city's NPOPTKP is Rp80 million, the tax base is Rp520 million, and at a 5% rate the BPHTB is Rp26 million.
